Andy Womack: Private citizens carrying weapons endanger the public

James Ware (letter to the editor, Aug. 19) cites the Second Amendment as giving all Americans the right to carry firearms. May I remind everyone that the Second Amendment begins with words “A well regulated militia …” and gives arms -bearing rights to “… the people …” (collectively).
I agree with Mr. Ware that we have the right and obligation to legally control the circumstances under which a person may be armed. He cites the concept of public endangerment.
I believe that anyone carrying a weapon endangers the public, unless they are public employees with public-safety responsibilities. Anyone wishing to carry a weapon should be required to assume the duties and responsibilities as a member of a well-regulated militia.
