Families would like park access during concerts

My family and I spend much time in Winter Park as we have for more than 10 years. We are homeowners in the town.
A few weekends ago during the Blues Festival at Hideaway Park, we were disappointed to find the entire park, less the skateboard area, fenced off. My 4-year-old daughter was the most disappointed as she could not understand why there were people but no kids playing in the park on such a beautiful sunny day.
I do know that there are other parks in town that we could use but this would not help the many visitors we meet there everyday that are just passing through, stopping for a rest and to get something to eat. After all, Hideaway Park is in the center of town and directly across from the visitor’s center. The fence does not make Winter Park seem very inviting when visitors do stop to use the park and other amenities.
As I recall from last year that when there was a concert, a fence placed around the amphitheater only, allowing the paying spectators entrance to the show. This seemed to work just fine so my family and I, along with many other families were able to continue to use the park. I would request that the fences be put up in this manner again for all future paying events.
