Former Hot Sulphur Springs town clerk arrested for embezzlement

A yearslong investigation into suspected embezzlement by a former Hot Sulphur Springs employee ended with an arrest April 5.

Jessica Webb, 51, of Hot Sulphur Springs was booked into Grand County jail, then released shortly after on bond, according to the Grand County Sheriff’s Office.

In a news release, the sheriff’s office stated that Webb was arrested for the following violations of Colorado Revised Statutes: money laundering (a Class 3 felony), theft (a Class 4 felony), embezzlement of public property (a Class 5 felony) and first degree official misconduct (a Class 1 misdemeanor).



The sheriff’s office initiated an investigation following a meeting Oct. 11, 2023, with Mayor Ray Tinkum and other representatives from the town. Investigators requested assistance from the Colorado Bureau of Investigation High Tech Crime Unit, according to the sheriff’s office.

“Due to the complexity of this investigation, it was expected that this would be an ongoing investigation for an undetermined amount of time,” the sheriff’s office stated in the release.



On April 4, a sheriff’s office detective presented an arrest warrant application and affidavit to the 14th Judicial District Attorney’s Office for review. After the review, a 14th Judicial District county court judge issued an arrest warrant for Webb.

The town of Hot Sulphur hired Webb as its clerk in February 2019. She resigned Aug. 3, 2023.
