GCLD reviews 2017 budget
The Grand County Library District (GCLD) Board of Trustees held a public hearing on November 15 at their regular meeting to discuss the 2017 budget following the passing of an increased mill levy ballot measure to sustain the libraries. Mary Chance, Board President, explained that two budgets were created in October—one if the mill levy were to pass, and one if it did not.
According to a press release from Stephanie Ralph, Executive Director of the GCLD, a member of the public remarked that the five percent increase in the personnel line (shown in the increased mill levy budget) might give the public the idea that GCLD staff is to receive wage increases. Chance replied that the five percent does not reflect staff raises. It is a response to the potential staff costs involved in the FSLA mandate which reclassifies salaried as hourly staff. The Board will review the subject in six months when more data has been collected, according to the press release.
The Board passed resolutions, which set the 2017 meeting dates and the District’s holiday closures. Chance pointed out that the GCLD Board held meetings in each of the communities during the summer months. This is a way for the Board to make their meetings accessible to those who may not be able to travel to Granby. The Board appointed trustees to the Strategic Planning Committee, the Policy Committee and the Marketing/Public Relations Committee.
The Grand County Library Foundation (GCLF) met to consider a review of the GCLF by-laws and the investment policy. Questions were asked by the public on the money given to the GCLF as part of an endowment fund. It was decided that an overview of GCLF funds at the next meeting might help in a broad understanding of the financials, according to the press release.
