Granby appoints Mayor as Interim Town Manager
After nearly three-months without a senior government official the Town of Granby has appointed an Interim Town Manager.
During the Tuesday Oct. 11 Granby Board of Trustees meeting the Board voted unanimously to appoint Granby Mayor Paul Chavoustie to the position of Interim Town Manager. Going forward Chavoustie will be paid for his work on behalf of the Town of Granby at a rate of $8,000 per month. Chavoustie’s position will be a temporary short-term measure until the Town selects a permanent Town Manager, expected sometime later this year.
Granby Town Attorney Scott Krob pointed out the Town realizes the appointment of Chavoustie as Interim Town Manager creates the potential for conflicts of interest in the future but added that the Town is currently in, “a bit of a bind,” because it lacks a permanent Town Manager and because several large-scale projects are currently in the works that require the attention of senior management.
Krob explained the action was a recognition on the part of the Town Board that Granby needs a person to handle the particulars related to projects such as Shorefox negotiations and the construction of a new water treatment plant while also acknowledging that Chavoustie is the only person, “up to speed on the projects” in such a way as to pursue action for the Town on a interim basis.
Because Chavoustie will, for a short period, be both Mayor and Interim Town Manager, and because he will be paid for his work during that time, Krob suggested Mayor Chavoustie should fill out a disclosure form and send it to the Colorado Secretary of State, openly acknowledging the situation.
Chavoustie’s contract with the Town as interim manager is effective from Oct. 1 and will end 30-days after a new full-time Town Manager is hired by Granby. Chavoustie’s term as Interim Town Manager could be extended by the Board of Trustees beyond 30-days after a new Town Manager is hired if the Board determines such action is necessary.
Granby is currently in the process of selecting a full-time Town Manager. During the meeting Tuesday night Chavoustie said the Town has narrowed down an initial list of 43 applicants to a short list of a handful and interviews with finalist applicants have been scheduled for Oct. 27 and 28. Chavoustie said the Town does not anticipate a new Town Manager officially starting until roughly the end of Nov.
The Town of Granby has been without a Town Manager since mid-July when the tenure of the Town’s previous Manager, Wally Baird, ended. While still employed by Granby Baird was receiving compensation at a rate of $8,830 per month, according to Town officials. Granby Trustee Robin Trainor pointed out the Town has not spent funds for a Town Manager for the months between the end of Baird’s tenure and Chavoustie’s appointment as interim manager.
This is not the first time in Granby’s history that a member of the Town Board has served as the Interim Town Manager. It has happened at least twice previously in the community’s history. On both occasions Edward (Ted) Wang served briefly as Interim Town Manager. The first occurrence was around 2000 when Wang was then a Town Trustee. Wang again served as Interim Town Manager in 2006, while also serving as the Mayor of Granby, for a brief period after Tom Hale left the Town Manager position.
For his part Mayor Chavoustie said emphatically he did not ask for nor seek to be appointed to the position of interim Town Manager. According to Chavoustie other individuals made the suggestion. Since Baird’s departure from town government in July Chavoustie has effectively functioned as the Town’s unofficial interim manager and his appointment to the position by the Board, as well as his future compensation, was in part a recognition of his work over the past several months as well as an expectation of work he will do over the coming months.
