Lydia Castiello: Vote yes on 3B
To the Editor:
I’m writing this letter to urge East Grand County voters to vote “yes” on Question 3B that appears on the ballot this year.
This question is an “if and only if” measure. Only if Amendment 61 passes would the $4 million bond requested by the District be needed. If Amendment 61 fails, then the $4 million won’t be needed. This means there would not be a bond issue and there wouldn’t be a tax increase, even if the voters approved question 3B.
If Amendment 61 passes, the East Grand School District would be facing a cash-flow-funding-gap of $4 million because 61 prohibits inter-governmental lending. Since 1993, the state of Colorado has been lending interest-free money to school districts across the state to make up for a change in the state’s fiscal year that left schools in a cash-flow bind. This is only a cash-flow problem – not a budget problem. The district has paid that money back every year and the district operates with a balanced budget.
Question 3B, if needed and approved, is a one-time solution that fixes this cash-flow problem once and for all. It bridges that funding gap. It creates a safety net to keep our schools operating as they are now just in case Amendment 61 passes.
So, I urge a “no” vote on Amendment 61 and a “yes” vote on Question 3B. Our schools have already cut $1.5 million from the budget and lost 32 jobs. We can’t afford any more cuts to our educational budget, which has a direct impact on our educational quality.
